ATCO Announces Construction of Second Power
Plant in Australia

Calgary, Alberta ATCO Group announced today that construction has
commenced on the $75 million Bulwer Island (Queensland, Australia) cogeneration/combined
cycle power generation plant. The plant is owned by the Bulwer Island
Energy Partnership (BIEP), made up of CU Power Aust. Pty Ltd., a subsidiary
of the ATCO Group, Lend Lease Capital Services and Boral Energy Power
Limited, both of Australia.
The
cogeneration plant will provide the total electrical power and thermal
energy requirements to the enhanced BP Bulwer Island Refinery. BIEP has
developed and will construct, own and operate the project, in cooperation
with BP, for its full 20-year life. CU Power's role in the project has
been to lead the development effort, and participate in the construction,
management and commissioning. CU Power will also provide the Operations
Manager once the plant is completed in the latter part of 2000.
The
cogeneration plant is an approximately 32 MW electrical and 55 MW thermal
equivalent cogeneration/combined cycle power generation plant, which will
be an integral part of the A$500M Queensland Clean Fuels Project (QCFP).
The QCFP includes the construction of a facility in the BP Refinery at
Bulwer Island to competitively produce transportation fuels with the world's
best levels of SOx.
A
20-year Energy Services Agreement has been completed with BP for the energy
from the cogeneration plant. Most of the electrical energy will be used
within the BP facility with any surplus capacity being exported to the
grid.
The
Bulwer Island project will be the second operating Cogeneration Plant
in Australia where CU Power and Australia's Boral Energy Power Ltd have
successfully combined their complementary skills in power generation.
The first of these was the 180 MW Osborne Cogeneration Plant in South
Australia, which was officially opened last week in Adelaide, South Australia.
CU
Power owns and operates independent power projects in Canada, the UK and
Australia -- including the 1000 MW combined cycle Barking power station
in London, England and a cogeneration plant at Heathrow Airport. CU Power
jointly owns the 120 MW McMahon cogeneration plant in British Columbia,
and most recently commissioned the 85 MW Primrose cogeneration station
in northeast Alberta and a 45 MW power plant near Grande Prairie. As well,
CUPIL announced a joint venture agreement to develop a 550 MW combined
cycle power plant in Mississauga, Ontario. Other projects under construction,
include a 440 MW plant at Joffre, Alberta and a 45 MW plant at Rainbow
Lake.
